As per the REAL ID Act passed by Congress in 2005, North Carolina will begin to issue driver’s licenses and identification cards that are in compliance with federal regulations. The law was enacted due to the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver’s licenses.” This law came about as a response to aid in the detection of potential threats to homeland security. Although this form of identification is optional, as of October 1, 2021, the REAL ID will be required to enter or fly on any military base, federally-owned property, or nuclear power plants. Camp Lejeune, located in Goldsboro, North Carolina, began enforcing the requirements on January 22, 2018. For persons under the age of 18 years old, a REAL ID or any other approved ID is not mandatory whenever traveling with an adult who has an approved ID.

An NC REAL ID refers to the State ID card or driver's license issued by North Carolina Department of Motor Vehicles. The NC DMV is tasked with ensuring that minimum security standards set by the federal government are met. Congress established these identification standards in the wake of the terrorist attacks that took place on September 11, 2001.
The NC REAL ID can be recognized by the gold star featured in the upper right side corner of the card. Any other newly-issued North Carolina identifications will feature the words, 'Not for Federal Identification.'
Documents To Provide
In order to be issued a compliant REAL ID, you need to submit the following documents:
⦁ One document with your full name that proves identity and date of birth, such as a certified birth certificate or a U.S. passport. ⦁ One document with your full name and social security number confirming your social security number, such as an original (not a copy) of your social security card or a W-2 form with your full name and social security number. ⦁ Two documents with your current physical address proving NC residency, such as utility bills, voter precinct card, or a financial statement. ⦁ For non-U.S. citizens, one document with full name proving legal presence/lawful status ⦁ If applicable, one or more documents verifying any name change.
Once the documents are submitted, the DMV will scan and store them in compliance with federal regulations as it relates to record keeping.
What Is The Cost Of A REAL ID?
The cost for issuance of the REAL ID is $13.00 and an application for the REAL ID must take place before the time of renewing your driver's license. However, the cost of the REAL ID is $40.00 if an application is done at the time of renewal or initial application for a license.
